Dear friends Namaste. on 19-3-13,in Rajya sabha, hon.health minister mooted the Indian Medical Council (Amendment) Act, 2013"  Bill to vested the power to MOH, in removing the elected president& vice-president from their respective posts,  with out the intervention of the parliament. Excerpts from the new bill: .  a new section 30A in the Act relating to resignation by the President, Vice-President and Members of the Council and the power of the Central Government to remove from the office the President, Vice-President or a Member; and (h)  to insert a new section 33A in the Act relating to power of the Central Government to give directions to the Council in the matters of policy and for making any regulation. No doubt,its a blatant hijacking of the autonomosity and sanctity of the elected MCI body. few other amendments: 1.The enrolment of a person as a medical practitioner on the Indian Medical Register or the State

What the IMA can do?

IMA can   File a petition to get a review of the judgment given in  WP filed by Meenakshi  Gautam in Delhi High Court. National IMA can  challenge as a petitioner in any court-either in Delhi high court or in any high court of other states,  against CE Act. IMA can have a talk with NBE to increase the pass percentage of DNB candidates. IMA has to work proactively with the MOH in filling rural vacuum of human resources in  health care and assist with disaster management /medical emergency team of the govt.IMA has to structure and incept the disaster management teams,emergency epidemic teams in all its 1800 local branches.

Parliamentary panel rejects  rural healthcare cadre. MOH-Health minister's enthusiastic proposal of B.Sc community medicine course out rightly rejected by parliamentary standing committee headed by Sri.Brijesh Pathak. Just few months back NCHRH Bill was rejected by parliamentary standing committee. In these two issues , one has to observe - 1.That the MOH's unilateral hurried proposals are not properly exercised and doesn't give weightage to the stake holders,especially major player like IMA. 2.That IMA  exerts its influence powerfully and fruitfully and the stature of the  IMA is growing day by day under unified and visionary leadership of Dr.N.Appa Rao and other distinguished leaders at central and state level. The Indian Medical Council (IMC) Act,1956

What IMC Act imply? ô€‚„The Medical Council of India established in 1934 under the IMC Act, 1933        Repealed and enacted again in 1956. MAJOR COMPONENTS: 1. Medical Council: constitution, composition, mode of election and their restrictions on nomination and membership. 2. Medical Institutions & Colleges: setting up of colleges, courses and faculty along with laying down certain rules and regulations 3. Recognition of Medical Qualifications: ô€‚„Granted by Universities/Institutions in India ô€‚„Granted by Universities/Institutions outside India with a scheme of reciprocity. ô€‚„Granted by Universities or Medical Institutions with no scheme of reciprocity. 4. Right of Persons Possessing Qualifications to be enrolled: degree, place of practice,  holding valid certificate. If any person who acts in contravention of any provision shall be punished with imprisonment for a term which may extend to one year or with fine which may extend to one thousand rupees, or both

Quack & Quackery?

A quack is a person who pretends to have knowledge which he does not possess;  who promises to do what he is either not sure he can perform or what he is certain  he cannot perform;  who represents his practice to be more successful than that of other men;  who pretends to cure diseases known and admitted to be incurable;  whose manner is confident and imposing;  whose tone and language are unhesitating and boastful;  who employs remedies, the nature and composition of which he keeps unknown and who deals in specifics and universal remedies.  He is addicted to handbills, newspapers and similar modes of making known his pretensions and proceedings.  This is the quack and the conduct of this man is  quackery.

Can doctors be separated from the CPA Act?

CPA Act intended to protect the public and businesses from unfair methods of competition and  from deceptive or misleading practices during the course  of any trade or commerce.  Definitions of “unfair” and “deceptive” were varied and often vague. Patients are not consumers. Doctors are not consumable providers. Medical treatment is neither a trade nor commercial activity but it is recognised and termed by our Apex court as noble profession. ICMR asks doctors not to use the word ‘rape’ in medical reports

How to reduce MMR?

Child Cured of HIV Dr. Deborah Persaud of Johns Hopkins University today described the first documented case of a child being cured of HIV. Major Delhi hospitals to have new blood-screening technology To minimise the risk of transmission of infections due to transfusion of donated blood, the cabinet has decided to introduce nucleic acid amplification testing of donated blood in blood banks,which  will replace the existing enzyme-linked immunosorbent assay which detects infections in respect of HIV, Hepatitis B & Hepatitis C viruses in the donated blood after approximately 21, 60 and 75 days of infections respectively.
