NCHRH Bill placed in Parliament for setting up regulatory body for medical education, health services

   The National Council of Human Resources in Health (NCHRH) Bill allows doctors who hold the Overseas Citizens of India (OCI) status to work in India. They can also join medical college as faculty.) Monday, December 26, 2011, 08:00 Hrs [IST] The National Commission for Human Resources for Health Bill, 2011 (NCHRH Bill), for establishing an overarching regulatory body for medical education and allied health science, has been introduced in Parliament. The bill has been introduced by union health minister Ghulam Nabi Azad. The proposed Commission would subsume the existing councils like Medical Council of India (MCI), Dental Council of India (DCI), Pharmacy Council of India (PCI) and Nursing Council of India (NCI). The bill seeks to consolidate the law in certain disciplines of health sector and promote human resources in that sector and provide for mechanism for the determination, maintenance, coordination and regulation of standards of health education throughout the country. INSURE FOR PROFESSIONAL RISK BY PPW SCHEME...

all IMA members who have clinics,nursinghomes are advised to take separate PPW policies for their establishments and individually. establishment policy covers the professional risks arised by doctors,paramedic staff and other staff of establishment. where as the individual policy covers the  professional indeminity risk for doctors where ever he or she executes the  treatment i.e in his own hospital or another hospital as consultant.

Doctors can store medicines to dispense to their own patients...but they cant sell.

Can a GP store in his clinic the drugs needed for the purpose of dispensing to his own patients? QUESTION—I have my own practice in the form of a single doctor clinic. Can I start a small pharmacy/ drug store inside my clinic to sell/ dispense medicines I prescribe? Do I need a drug license for the same? ANSWER— 1—In terms of MCI Regulations, 2002 and the Drugs and Cosmetics Act, 1940, you are allowed to dispense medicines to your own patients and to store necessary medicines for that purpose in reasonable quantity. You do not need a licence for the same. 2—Please note that the words used by you are tricky and you should avoid using them. A wrong word or term used can invite unnecessary trouble. You should never talk about “starting a pharmacy/ drug store to sell/ dispense medicines”. NCHRH BILL-2011 TO BE INTRODUCED IN WINTER SESSION.

More than two years after it was announced by the President during the joint session of Parliament in 2009, the National Commission for Human Resources for Health (NCHRH) Bill, 2011 is likely to come in the Cabinet on Tuesday. After receiving the vetted draft bill from the law ministry last month, the bill was sent to the Cabinet early this month. “After the proposed bill is cleared by the Cabinet, it will be introduced during this session,” a senior official in the health ministry said. The NCHRH Bill aims at creating a super medical authority by scrapping all other regulatory bodies. Once passed, all independent bodies like Medical Council of India (MCI), Dental Council of India (DCI), Pharmacy Council of India and Nursing Council of India will come under the over arching council. If any new medical graduate wants to start private practice, he has to comply with 200 acts & regulations at local,state and national level. The authorities thinking that all private doctors are bandicoots. The common man feels that he has been thoroughly exploited by private doctors.
