Health budget-2017

 23% more allocations to Health.
we have eradicated Polio.
we slowed down HIV.
we reduced IMR&MMR.
We raised life expectancy of people.

The Indian citizens expending Rs. 4 lac crore on health,where as both state & central govts expending just Rs.1.5 lac crores annually.

Budget Proposals:
  • Conversion of 1.5 lac sub centers as wellness centers.
  • Raise of Medical PG seats - 5000 more seats !
  • Medical devices going to be cheap.New rules regarding medical devices will be devised to reduce their cost.
  • More Generic medical stores.
  • Aadhar based medical data embedded smart health cards to all senior citizens.
  • 27000 crores allocated to national health programs.
  • DNB courses in big District Hospitals; strengthen PG teaching in select ESI and Municipal Corporation Hospitals; and encourage reputed Private Hospitals to start DNB courses. 
  • Action plan to eliminate Kala-Azar and Filariasis by 2017, Leprosy by 2018 and Measles by 2020 &elimination of tuberculosis by 2025 is also targeted. .
  • New All India Institutes of Medical Sciences (AIIMS)to be set-up in Jharkhand and Gujarat.
  • Drugs and Cosmetics Rules to be amended to ensure availability of Drugs at Reasonable Prices.
  • Safe drinking water to cover 28,000 arsenic and Fluoride-affected habitations in the next four years.
  •  500 rail stations to be made differently abled-friendly by providing lifts and escalators.
  •  Structural transformation of regulator framework for medical education &practice in India.
  • pregnant women will get Rs.6000/-.Nationwide scheme for pregnant women - Rs. 6000 each will be transferred.
  •    Digi Gaon will be launched to promote tele-medicine and education.
  • Govt puts target IMR to lowered to  28 by 2019 and MMR   to 100 by 2020. 
  • Existing rate of tax for individuals between Rs.  2.5- Rs 5 lakh reduced to 5% from 10%. All other categories of tax payers in subsequent brackets will get benefit of Rs 12,500.Its due to the  result of the combined effect of the new Section 87A rebate and the reduction in the lowest slab tax rate to 5%.

Perennial problems:
  • Still 70% of people are devoid of specialist doctor services.
  • still 10lac people died annually due to deficit of quality health  care.
  • What IMA demands?
  • our GDP is 150 lac crores. To meet  the sustainable millennium development goals in health,we need allocation of 2.5% of GDP!that means we have to allocate 3.5lac crore in every budget. At present the central govt allocating just Rs.50000 crores.
  • increase the clinical PG seats up to 30000 .
  • we demand more tax cuts in importing medical devices and disposables.
  • we need tax cuts for small&medium scale hospitals,as like small scale industries.
  • we demand infra status to hospitals.
  • we demand more Sops for all small and medium scale hospital establishment as like startups.
