Memorandum to A.P. state health minister regarding fire safety NOC relaxation for small hospitals and single window provision.

Sub:grievences of Small hospitals regarding fire safety regulations & registration of Health care establishments and provision of single window facility for every thing concerned with hospital regulations.-Request.

Namaste.
1.Small hospitals ( BELOW 20 BEDS) are unable to comply with fire safety regulations,which are utopian in nature. Due to these stringent Fire safety regulations, small hospitals can’t get registration or renewal of registration from DMHO office. Due to this ,many hospitals are not able to deliver their clinical services,where as the un-qualified persons (quacks) doing medical practise illegally over whom,there is no check or regulation.
“We are not against implementing fire safety norms but a clinic or five-bed daycare center or a 20bed nursing home cannot have similar fire safety norms maintained by a corporate hospital. We are appealing the government to relax rules for small hospitals, nursing homes, clinics.
2. the old practitioners and their nursinghomes can not cope with new fire safety regulations,as it is difficult to change the civil structures(internal and external staircases and emergency exits etc...) and to provide other necessary arrangements as per amended fire safety norms.
3.small hospitals can’t bear the cost to implement all clauses of fire safety act. It is tough for a small hospital to install fire sprinklers, maintain a dedicated power supply and water tanks for fire safety measures. It costs about Rs.25 lakh to install the fire safety norms . If a hospital and nursing home is operated on lease basis in the first floor of a commercial complex, the Fire Department insists clearance for the entire complex from the doctor,where as it could have been demanded from complex owner.unless occupancy certificate is issued by fire safety department,how can high rise building owner allowed to rent out to hospital?
4. Relaxing the fire safety norms for small hospitals will pave the way for 100%registration of health care establishments in our state.
5.if the Fire safety authorities implicate rules strictly, no hospital in our state could get registered with DMHO.
Last year in September, on our request, the MOH -HS constituted a Cabinet Sub- Committee to finalize and release the new fire safety norms for small hospitals and clinics.but still, no concrete proposals from the authorities came out.
sir,we are herewith Requesting your good office and the office of Director General, State Disaster Response and Fire Services, sri.K.satyanarayana, to look into the travails of small nursing homes in meeting the impractical regulations of the existent A.P. fire safety norms act-2012.
So, please consider our request and do the needful.
our demand:
1.There should be no need of getting Noc' from fire safety department for those hospitals residing in the buildings of below 15meters height.
2.Single window registration of the hospitals (includes biowaste generation permission from pollution control board and liasion permission with biowaste disposal company and NOC of fire safety dept.)with District registering authority @Respective DMHO offices.
