"Free-medicines-for-all scheme " has received its first financial allocation of Rs 100 crore from the Planning Commission for 2012-13.  (The entire programme is estimated to cost Rs 28,560 crore over the 12th Five Year Plan). How many public health care centers are  in india? 1.6 lakh sub-centres, 23,000 primary health centres, 5,000 community health centres and 640 district hospitals. How many  drugs are  categorized  in essential medicine list ? 348 drugs are in National List of Essential Medicines, 2011. How the  Indians  are expended their money on  health care ?  India's per capita OOP expenditure to pay for healthcare costs has gone up  from Rs 41.83 in 2005 to Rs 68.63 in 2010 ,  per capita s pending on drugs increased from 29.77 per cent to 46.86 per cent during the same period,  while hospitalization costs went up from 11.20 per cent to 22.47 per cent &  Outpatient expenditure also increased from 30.63 per cent to 46.16 per cent.

In 1995, the Supreme Court brought the medical profession under the Consumer protection act and medical treatments were labelled ‘services’. As per the Consumer Guidance Society of India, the patient’s rights as a consumer are the following: 1. Patients have the right to be told about their illness; to have their medical records explained. 2. Patients should be explained about whatever treatment/medicines are prescribed to them. They should be made aware of the risks and side effects, if any. They have the right to ask questions and clarify their doubts about the treatment. 3. Patients have the right to know a doctor’s qualifications. 4. Patients have the right to be handled with consideration and due regard for their modesty when being physically examined by the doctor. 5. 1. who is a medical doctor?  Any speciality may be considered as Medical when practiced by a Doctor holding an MBBS degree / Post graduate degree.    At present the medical practitioners who have necessary qualifications prescribed in Medical Council of India Act, 1956 are legally entitled for examination, diagnosis and making a treatment plan of patients. Dilemmas of a doctor -

> If u r young u r DISMISSED as inexperienced,  if old DOUBTED to be outdated > If u take a decent fee they may CONSIDER u as greedy ,if u take less they  may CONFUSE u for a quack. > If u prescribe few medicines they feel prescription is INCOMPLETE , if u  write too many they choose to COMPLETE the course of vitamin leaving the   antibiotics course mid-way. > If u give them too many investigation, they SUSPECT u do it for  COMMISSION, if u do not u r SUSCEPTIBLE to be sued for OMISSION. > If u do not give them time they feel u r not EMPATHETIC ,if u give them   too much time they fear ur competence is PATHETIC as u seem to have only a   few patients n ample time > If he is sick n u advice hospitalization he may PRESUME u do it for  REVENUE, if he deteriorates at home , PREMISES OF COURT will be the next  VENUE ! > Give us some sunshine ,give us some rain, given another chance many may  not choose to be doctor once again. > By- One doc of GMCH

what is the section 12(2) of CLINICAL ESTABLISHMENT Act ?
