Subject: Advocacy for Ease of Doing Medical Profession & Simplified Regulatory Framework for Small Healthcare Establishments in line with GOI Deregulation Reforms
Respected Sir/Madam,
In light of the Government of India’s Deregulation 2.0 initiative, particularly the reform measures aimed at simplifying medical practitioners’ registration/NOC processes and appointing a single nodal agency for healthcare licenses, we respectfully submit the following for consideration in Andhra Pradesh.
Small healthcare units—clinics, day care centres, and hospitals with below 20 beds—constitute the backbone of primary and secondary care delivery, especially in semi-urban and rural areas. These establishments operate with limited infrastructure and resources, yet currently face multiple overlapping regulatory compliances across departments (Health, Fire, Pollution Control, Local Bodies, Labour, etc.), leading to procedural delays and operational uncertainty.
In alignment with the spirit of national deregulation reforms, we request the State Government to:
Recognize Clinics, Day Care Centres, and Hospitals below 20 beds as Essential Healthcare Services.
Provide complete regulatory relaxation or adopt a self-affidavit / self-certification model for such small establishments for routine licenses and NOCs, subject to periodic audit-based verification.
Establish a single-window nodal authority for healthcare licenses and clearances to eliminate duplication and reduce administrative burden.
Adopt risk-based, proportional regulation, differentiating small essential care units from large tertiary hospitals.
Interstate Portability of Medical Registration:
Recognize registration under any State Medical Council (SMC) or the National Medical Register (NMR) as valid authorization to practice across all states, eliminating the requirement for separate state-specific registrations or NOCs.
Permit medical practitioners to commence practice in any state based on self-declaration of valid registration status, subject to post-facto verification through centralized digital records.
This reform will enable seamless professional mobility, reduce regulatory duplication, and ensure faster deployment of qualified medical professionals without compromising accountability.
Such reforms will:
Improve healthcare accessibility, especially in underserved regions
Reduce compliance burden on medical professionals
Encourage ethical private participation in healthcare delivery
Align Andhra Pradesh with progressive governance benchmarks
We respectfully request the Government to constitute a working group to operationalize these reforms at the earliest in the interest of public health and administrative efficiency.
