As per the order, the Joint Collector (Village and Ward Secretary & Development) shall act and discharge functions such as Chairperson of District Selection Committee for district-level recruitments of Health Department under DMHO/DCHS/Principals of Government Medical Colleges and superintendents of teaching hospitals. The JC will be the reporting authority for all Annual Confidential Reports of Sub District Level Officers of Health (up to 2nd level Gazetted Officers under Health Departments). One must remember, exams  like USMLE and PLAB are licensing exams. To be eligible to practice medicine anywhere, you need to give licensing exams. Even India has an exam (FMGE) which doctors from other countries need to give.  The catch is some countries waive off licensing exams for certain people. For example, if you have done MD in USA then you don't need to give an exam in India and you can directly apply for MCI registration in India and so on. In Singapore for example if you have MD from say AIIMS or certain specific institutes then they waive for requirement for exam. Australia may waive off AMC exam in certain cases. But MOST nations except some third world countries would require you to take some exams or the other. If you migrate somewhere else then the best bet for you is USMLE. The situation in Australia and UK is become less friendly for foreign doctors. On the other hand, the need for Doctors in India is much high. So, my recommendation is stick to your mother land...
