what parameters they assessed?
the Index uses metrics such as institutional deliveries, systematic reporting of tuberculosis, access to drugs for people with HIV/AIDS, immunisation levels and out-of-pocket expenditure. 
what other Data' we require to assess the indices?
 non-communicable diseases, mental health, governance systems and financial risk protection are very important to form a good composite index. 
what the Health indices tell us?
Both the Centre and the States have the responsibility to scale up their investment on health as a percentage of their budgets. with rised financial outlays, systematic improvements to preventive and primary care to achieve better scores. 
How the govt could achieve this?
Medical and hospital care for all at a nominal cost by means of government regulation of health care and subsidies derived from taxation.

Most people have supplementary insurance to cover those things. every canadian will pay approximately 4000 $ towards  public health care insurance.
