Some of the decisions taken during the 215th meeting of the Central Working Committee of IMA held on April 2-3, 2016 at Hotel Clarks Shiraz, Agra, UP

1.      HFC  Rise will be frozen for the next 3 months.
2.      Every year, 1st July – Doctor’s Day, shall be observed as “IMA Doctor’s Day”.  All State & Local Branches shall organize events related to community services and all IMA members to provide free consultation services on that day.
3.      IMA Maharashtra will observe IMA National Sports Event for IMA members from 4th to 9th October, 2016 at Nashik, Maharashtra in consultation with IMA HQs.
4.      IMA would organize IMA Centenary Conference on 5th & 6th November, 2016 at Delhi where all the important leaders of the Association will be invited.  Complimentary hospitality and stay during the conference will be provided by IMA HQs.  Travel will be borne by respective Wings/ States & Local Branches.
5.      IMA will continue to persuade the Govt that all Tobacco products should have at least 85% pictorial warnings on packages of Tobacco products.
6.      A special budget of Rs.25 lacs was passed for legal fund over and above the legal advisors’ retainer ship fee.
7.      It was decided to have a meeting of heads of all wings at headquarters to have uniform & transparent financial contribution structure and activities.
8.      IMA and its wings would not run Diploma and Certificate Courses. All the Courses will be Refresher, Updated Courses or Skill Development Courses. The contribution from applicant members for these coursed shall be uniform, transparent and to be decided in consultation with IMA (HQs.). The courses will be developed at the HQs. and then distributed to various wings for their management and running.
9.      The word “Fee” shall not be used in IMA in any of its correspondences. Instead the term ‘Contribution’ will be used.
10.  No Tours or new courses will be started by any wing without approval from the IMA HQs.
11.  No Wing will incur an expenditure more than Rs.25, 000 without the approval of HQs. Expenditures of wings, duly budgeted and approved by the Finance Standing Committee can be cleared by the respective wing.
12.  Any un-constitutional posts in IMA and its Wings creating any sort of confusion, should be discontinued immediately.
13.  IMA HQs. should try to build Buildings for all the Wings owned by the HQs.
14.  The Constitution of IMA Health Scheme / Pension Scheme / NPPS /NSSS will be revised. It was reiterated that all wings of IMA are part of IMA HQs and their accounts should be merged with the accounts of IMA (HQs.).
15.  IMA States will appoint a UNESCO Chair in Bio-ethics in their respective states.
16.  All States will open maximum Chapters of IMA HBI, IMA NPPS, IMA NSSS, IMA Grievance and Mediation Cell, IMA CGP & IMA AMS in their respective areas.
17.  The House approved an amendment in the Constitution in order to reduce the minimum membership eligibility criteria for opening of new Branch Chapters of IMACGP, IMAAMS from 25 to 10. IMA HQs. was authorised to phrase the relevant Rules and Bye-Laws.
18.  The House approved a procedure proposed by the Finance Standing Committee of IMA mandating that all Wings of IMA should follow the same procedure of distribution of State and Branch Shares of Membership contributions as followed by the IMA HQs regarding its Membership subscription. Accordingly, all subscriptions shall be collected by the Local Branch chapters who shall, after deducting their branch share, forward the balance amount to the State Chapter. The State Chapter then, after deducting their State share, forward the Headquarters share to the Wing Headquarter. IMA HQs. was authorised to phrase the relevant Rules and Bye-Laws.
19.  All IMA members to be requested to adopt at least one girl child (0-18 years) and provide them skill based training and assistance. By the end of this month, all State Branches to send the number of girl children being adopted by members of their State/Branch.
20.  All State Branches to enlist the villages adopted by them and the list of the same to be sent to IMA Hqrs.
21.  Every month one community service project declared by IMA HQs. to be organized by all the States / Local Branches
22.  All Health Days to be observed instead as respective IMA Health Days for e.g.  7th April - World Health Day to be observed as IMA World Health Day.
23.  All States to enlist all activities done by their State and Local Branches and to send a report of the same to IMA HQs as per circulated centralised format to be released during the ensuing Central Council Meetings.
24.  All State Branches to explore possibilities of opening of medical colleges as IMA Medical College.
25.  All the leaders of IMA requested to make sure that the unity of IMA is maintained.
26.  IMA to write a letter to the Chief Minister of UP requesting to conduct the State Medical Council Election in time.
27.  IMA would take up the issue of suspension of Dr Arti Lal Chandani.
28.  All State and Local Branches including various Wings requested to follow the IMA Dais protocol while organizing any IMA events.
29.  IMA to restart and revitalize “Federation of National Medical Associations of India”
30.  A Costing department to be formed in IMA to decide about the eligibility of various medical services as regards their ethical chargeability
31.  IMA to release books on “What is not unethical” and “When not to use antibiotics”
32.  The House approved the formation of IMA Independent Ethics Committee, IMA-PvPI initiative and IMA Infection Control Committee.
33.  A Committee was constituted to look into the increase in custom duty in various medical products and suggest necessary actions accordingly.
34.  Repair of IMA Building at Kolkata to be undertaken by IMA as per request submitted by Honorary Joint Secretary, IMA HQs. stationed at Kolkata. Local Tenders to be invited by IMA for the same.
35.  All the wings to follow the IMA Policy on Service Tax.
36.  IMA members to follow the IMA Policies on e-Tobacco, Alcohol and Car Pooling.
37.  The House approved the code of conducts prepared by IMA HQs. office; IMA Flag Salutation Protocol and IMA Prayer protocol.
38.  All branches to promote IMA Membership using “IMA Points regarding Why to become a Member of IMA” and “Benefits of NABH accreditation through IMA”.
39.  The House approved the protocol of IMA Logo specifications and medical profession emblem (90% red plus sigh with Dr written in it) submitted by the IMA HQs.
40.  Presentation made by Dr K K Aggarwal, Hony. Secretary General, IMA to be uploaded on the IMA website and states were requested to replicate the work done by IMA HQs in their respective states
41.  The House was informed that the Inter-Ministerial Committee will go through to the final recommendations of the Govt. & shall act accordingly.
42.  A Committee was formed to look into the issues related to Patent Act and Compulsory licencing
43.  All Wings of IMA HQs. shall be connected to the IMA Headquarters through e-connect software or through video conferencing.
44.  All State Branches of IMA shall have a Disaster Management Cell with a Chairman and Community and Public Health Coordinator for National Government Programmes, in their branches
45.  IMA HQs shall appoint Professors, centralized credit hours & centralized video CME programmes.
46.  IMA shall apply for and open IMA Deemed University.
47.  IMA shall have a special continuous project to fight against mosquito breeding (DENGwar).
48.  IMA shall observe 3rd March every year as “IMA National Safe Sound Day” and 10th February as “National De-Worming Day”. Every Year IMA shall announce a theme on Doctor’s Day.    This year’s theme on the occasion of Doctors’ Day will be “Child Sex Ratio-950”
49.  IMA should take lead and ask Govt.to make pre-marital screening for Sickling & HIV diseases in India compulsory.
50.  The House approved the finances of IMA except that of IMACGP, IMAAMS & JIMA which are subject to clearance by the special committee formed by the Central Working Committee of IMA during its 214th meeting held at Thiruvananthapuram on September 19 & 20, 2015.
51.  A committee was formed to look into the complaints of some State Branches of IMA in connection with their dues payable by IMAAMS HQs. to the State and Branch Chapters of IMA AMS in their States. The following shall be the members of the Committee:-
1.      Dr Mahendra B Desai, Chairman FSC
2.      Dr K K Aggarwal, Hony Secretary General and
3.      Dr RN Tandon, Hony. Finance Secretary
52.  It was decided that all the money payable to States and Local Branches by the IMA AMS HQs. be cleared within four weeks of this meeting. All the State Branches were requested to send details of membership of IMAAMS of their State and amount due against their names to the IMA AMS HQs. with a copy to IMA HQS.
