Can our govt control this illicit flow of green bucks?

In india,we have  27,000 MBBS seats in private sector. 
out of this the management quota is 40% i.e. about 11000 seats.
 The price of each Private MBBS seat varies from about Rs 60 lakh to  80 lacks.
the total sale value of these seats is 8000 crores.

In india,we have  5500 PG medical seats in private sector. 
out of this the management quota is 40% i.e. about 2200  seats.
 The price of each Private PG Medical seat varies from about Rs 1 crore to 3 crores.
the total sale value of these seats is 3300 crores.
So,the total private medical education business turnover in our country mounts to mind boggling 12000 crores,which is pure black money.
Can our govt control this illicit flow of green bucks?
