Strong No to private doctors fees rationalization Bill.

When government wants to decide how much a private doctor should charge / earn, are they doing anything of the following - 

1. Make it mandatory for builders to sell property to doctors at state-specified rates for constructing hospitals.

2. Providing grants for establishing clinics / hospitals.

3. Limiting the financial liability of doctors in medico-legal issues.

4. Providing tax-exemption to doctors.

5. Make it mandatory for companies to sell expensive medical instruments like ultrasound, CT, MRI machines at state-specified rates.

6. Asking banks to lend loans to doctors at lower rates.

If none of the above is being done by any state govts, then what right do they have to control the earnings of private medical enterprises?
