Doctors pursuing higher studies in the US to sign return bond with home country.

From the year  2012 onwards, the United States is insisting on a Home country government's  NOC from every student enrolling with an American institute. 
“No other country is asking for this NOC, except USA”.
 So, Any doctor traveling to the United States for higher medical studies from this year onwards will have to sign a bond with the government, promising to return to India after completing his / her studies. If a student doesn't return from the US to home country, he won't be allowed to practise there in USA.
New Guidelines for Grant of Statement of Need Certificate  and Exceptional Need Certificate
The Ministry of Health and Family Welfare, New Delhi have issued new Guidelines, according to which, henceforth, No Obligation to Return to India (NORI) would not be issued by Ministry of Health & Family Welfare (MOH&FW) under any circumstance.
As per the new guidelines, applications for extension of Statement of Need Certificate (SON) and Exceptional Need Certificate (ENC) to Indian Medical doctors shall be processed only by the Ministry of Health and Family Welfare, Nirman Bhavan, New Delhi.
