It may take at least 7 to 8 Months for the formal creation of Telangana State. It could take much more time if the stake holders are not able to arrive at suitable formulas, for sharing natural resources.
1. RESOLUTION FOR NEW STATE BY STATE ASSEMBY: TIME: 10 DAYS; 
 State Legislature to pass a resolution that a separate state of “Telangana“ be formed.

2. PREPARATION OF CABINET NOTE; TIME: 30 DAYS;
Home ministry  submits Cabinet Note for creation of Telangana on the basis of proposal received from the state government.

3. GROUP OF MINISTERS; TIME: 90 DAYS;
After approval by the Cabinet in-principle proposal for creation of Telangana, a Group of Ministers comprising ministers of home, finance, education, health, irrigation, power, environment & forests, railways, HRD, chemicals & fertilisers, food & consumer affairs, labour and Deputy Chairman, Planning Commission, will go into the economic issues on creation of the new state.

4. CABINET NOTE WITH REORGANISATION BILL; GROUP OF MINISTERS'' ADVICE: TIME: 15 DAYS;
Cabinet Note will be finalised after receiving the recommendations / suggestions of the GoMs for seeking Cabinet approval.

5. CABINET APPROVAL; TIME: 7 DAYS; 
 MHA submits the Cabinet Note indicating recommendations of the GoMs and requesting the Cabinet to:
 i) approve the Telangana State Bill
 ii) recommend to the President to refer the Bill to the Legislature of the Telangana state;
iii) Ministry of finance to appoint an expert committee to recommend measures for smooth transition in terms of financial management and viability of the reorganised states, ie.,Telangana and Andhra Pradesh.

iv) In view of the normative economic factors that would operate in the remaining state of Andhra Pradesh, consequent upon formation of a new state of Telangana , a dedicated unit may be set up in the Planning Commission to deal exclusively with the Andhra Pradesh state under the direct charge of the Deputy Chairman, Planning Commission.

6. PRESIDENT''S RECOMMENDATION; TIME: 2 DAYS;
MHA''s note through home minister and Prime Minister requesting President to refer the Bill to the legislature of Andhra Pradesh state.
7. ASSEMBLY & COUNCIL CONSIDERATION OF THE BILL. TIME: 30 DAYS (IF THE HOUSE IN SESSION);
STATE Legislative Assembly as well as the Legislative Council of the state to consider the Bill and give their views.

8. VETTING THE BILL: TIME: 7 DAYS;
Cabinet Note with recommendations incorporated in draft Reorganisation Bill, sent to the law ministry for vetting.

9. CABINET NOTE; TIME: 5 DAYS;
Cabinet Note with draft Reorganisation Bill vetted by law ministry sent to Cabinet for approval.

10. NOTICE FOR INTRODUCTION OF BILL; TIME: 2 DAYS;
Notice for introduction of the Reorganisation Bill will be given to Lok Sabha / Rajya Sabha
11. PASSING THE BILL; TIME: 15 DAYS;
Bill to be passed by a simple majority
12. PRESIDENT''S ASSENT: TIME: 2 DAYS;
After being passed by both Houses of Parliament, Bill will be sent to President for his assent.
