MCI under the chairman K K Talwar wanted to curb unethical marketing practices followed by pharma companies, to end the use of branded drugs and bring down the prices of medicines and so,it directed doctors, hospitals and medical colleges and presidents of all state medical councils -
1. every physician should, as far as possible, prescribe drugs with generic names and ensure that there is a rational prescription and use of drugs.

1.At present, no quality control over the formulations at retail and at distributor level. Even though as per regulations,every retail medical shop shall be manned by pharmacy graduate, 90% of retail outlets in our country are used to run by non-pharmacy people.
2. in some instances,generic drugs are costlier than branded drugs.
3.doctor is the first and fore most person, directly answerable to the patient and unless good quality drugs are available freely,its difficult for the doctors to promote stipulated generic drugs.
4.weather generic or branded, the criteria for the doctor to prescribe is affordability and quality of the drugs.
5.unless our govt.is strict in implementing anti-quackery measures, there is no use at all to expect rational drug usage. the govt has been regulating the private health care by registering and enforcing of quality standards but its not bother with quacks who are doing medical practice illegally.
6.every modern doctor with the assistance of modern diagnostics is forced to do defensive medical practise due to mis-usage of CPA Act by the consumers. so, IMAHBI AP advises its members, "the focus should be on the quality and efficacy of the drugs prescribed and the doctors should prescribe as per their skill standard and judgment of pathology and prescribe the highest quality drugs with best possible pharmacological properties.
IMA-HBIAP demands the govt.-
1.strengthen the "quality monitoring of medicines" at all levels with out any laxity.
2.eradicate quackery .
3.As MBBS doctors are well versed with indian pharmacoepia, allow all modern doctors to dispense the medicines to their own patients even with out any pharmacist and permission from drug inspector.
4.govt. can also open chain of "jana aushadhi" shops through out the country and it should encourage all private hospitals to open the quality generic shops with out any license norms , by providing the "assured quality logistic chain".
