Performance of health sector in 11th.plan period:(2006-2011)

  • India has averaged 8% p.a. GDP growth rates over the XIth Plan period. 
The total spending by both public & private  is at 5% of the GDP. In this the share of govt contribution is meager at just 1.2% of the GDP. 
The govt spending on (core) health – combined Centre and State, plan and non-plan– has hovered around an abysmal 1-1.2% of GDP.

  • still, the proportion of private out-of-pocket spending on health (is 67%) is sky high, and research has established that health expenses is one of the primary reasons for pushing households below the poverty line. 
  • NRHM -Partially achieved the goals but fettered with deep rooted corruption  especially in bihar,U.P.
  • RSBY :
  • covers more than 700 in-patient procedures with a cost of up to Rs. 30,000/-per annum for a nominal 
  • registration fee of Rs. 30/-{ 
  • Cashless coverage, absence of any bar on pre-existing conditions and age 
  • limit are other unique features of this scheme. A total of 2.4 crore families out of total 25 crore families in  india,  have been covered under RSBY and 
  • over 8,600 health care providers are enrolled in the selected districts across 29 States and Union Territories}.
  • In states like A.P,TAMILNADU,KARNATAKA  for BPL families, Public  health insurance trust-aarogya sri -was envisaged  by partnering with about 400 empanelled private hospitals &  govt hospitals and has been implementing very well.
    • Out sourcing of some services like- radiology,pathology- to private players was started.
