Indian doctors going to US will now have to sign a bond vowing to return.
The announcement of indian govt. to demand a bond of assured return of the student ,follows a demand from the US that the Indian government should give a no-objection certificate (NOC) before the enrolment of a student in a US university.
But still few questions sprout in the mind of the students.

The announcement of indian govt. to demand a bond of assured return of the student ,follows a demand from the US that the Indian government should give a no-objection certificate (NOC) before the enrolment of a student in a US university.
- its a new requirement of the US Govt.,which demands the student to get NOC from indian govt. before enrolling. From this year onwards (2012), the United States is insisting on a government NOC from every student enrolling with an American institute. “No other country is asking for this NOC,” .
- the union health Minister said. “If the students don't fulfill the bond obligation, we can write to the US to deny the student permission to practise there.”
"the US wants MOH (Joint secretary in the health ministry S K Rao,who handles international health) to first issue a certificate stating that the MOH is allowing the student to go and study in the USA and then issue another mandatory certificate nine years later stating that the refered student isn't needed in India so that he can settled down there,"
The 'no obligation to return to India' (NORI) certificate is mandatory for Indian doctors who have completed up to nine years of medical education to settle in the US( completion of nine years of study in USA or at the time of joining in practise or job in USA?) .
Ironically, before they head there, the US requires the health ministry (of all developing countries) to issue a "statement of need" certificate, stating "the student is being allowed to go and study medicine in the US because he is required to return and serve India".
the INDIAN government, for the first time, is drawing up guidelines for medical students going to the US for studies. The guidelines, expected by January 2013, will also apply to students who have gone to the US this year(2012).

n The NOC will be issued after the student gives a bond to the effect that he will return to India after completing his studies.
the bond would be in the form of an undertaking of return to India and will not have a financial component.
- If the student overstays, the Indian govt can ask the US to ban them from practicing in the USA.
But still few questions sprout in the mind of the students.
what are the legal implications if the student can't return back due to commitments like payment of financial loan secured in USA?
Hello, i am a bds graduate from private college in India hailing from hyderabad and have got admission in a dental school In USA for DDS program for which i need to change from my current j1 to f1.Do i also need a NOC from ministry of health new delhi?I heard i need and tried but NOC are not being given.Can i also sign a bond?Is there a way to get NOC from ministry of health New delhi.please advise
